Tailor H1 Tags on Blogs and Ideas

I've noticed that the H1 tags on the blog articles and Ideas post are attached to the names of the blogs rather than the individual articles.

On this post, for example, the H1 tag says "Suggest Your Ideas" rather than "Tailor H1 Tags on Blogs and Ideas". That's the same H1 tag as the board, and all the articles within it.

Since H1 tags are so important for SEO purposes, should the H1 tags on each article matched the title of the article?

The <h1> tag is a bit controversial, especially in relation to duplicate content with the page title.  Since we are using the idea / article title in the page's <title> tag and duplicate content with the <title> and <h1> is sometimes frowned upon (see some SEO experts weigh in here) we decided to make it the blog title..  This is a similar style as some SEO blogs and what Matt Cutts (head of Google's WebSpam team) does on his own blog.  We keep the titles in a <h2> tag.
